    As of 10 th February 2005, DSÝ employs 28,960 personnel, 1,604 of whom (6%) are administrative staff, 4,315 (15%) are technical staff, 22,735 (78%) are manual workers, and 306 (1%) are other personnel.

    • 1,935 personnel work at the General Directorate, whereas 27,025 personnel work at Regional Directorates. The professions of technical personnel encompass a wide range of disciplines. The total number of 3,668 engineers are composed of 1,315 (35.9%) civil engineers, 713 (19.4%) agricultural engineers (agronomists), 534 (14.6%) mechanical engineers, 398 (10.8%) geological engineers, 144 (3.9%) surveyors, 125 (3.4%) electrical engineers and 439 (12.0%) engineers from other branches

    • In order to raise the technical capacity and efficiency of DSÝ staff and to make possible knowledge and experience- sharing, DSÝ allows its staff to attend various courses, seminars, panels, symposia and other activities held both at home and abroad. Since DSÝ was established, 87,455 (78%) personnel have attended various training activities organized by DSÝ whereas 19,170 (17%) personnel have participated in other organizations’ training programs at home. In addition to this, 5,120 (5%) personnel training courses or study tours abroad. In 2004, 201 members of staff went abroad to participate in various technical training programs.


    DSÝ’s Budget
    • The main financial resources of DSÝ come from the national budget. For a long time, DSÝ’s investment budget had amounted to roughly 1/3 of the state investment budget. While the state investment budget was determined as 10.45 billion YTL in 2005, the DSÝ investment budget was set at as 2.67 billion YTL (28.5%). Examination of past investment figures of public institutions in Turkey, reveals that the share of DSÝ has decreased from 33.3% to 28.5%. The DSÝ budget adds up 3.74 billion YTL, together with current and transfer allocations.

    • Another important source of finance in the DSÝ investment budget are foreign loans. Before 2003, foreign loans were not included in the DSÝ investment budget, but regarded rather as a supplement to this budget. Since a new regulation in 2003 imposed some restrictions on the availability of foreign loans, DSÝ has faced some financial difficulties in completion of some projects; therefore, DSÝ has suspended them with trace funds in the investment program.
    • In 2005, the DSÝ budget of 3.74 billion YTL constitutes 2.4% share in the state budget of 156.1 billion YTL. According to the average exchange rate of 1,6 YTL in 2005, the DSÝ budget accounts for US$ 2.32 billion, while the DSÝ investment budget is US$ 1.65 billion. F oreign loans constitute a 47% share, whereas the national budget sources comprise of 53% of the DSÝ investment budget.

     

    DSÝ’s Other Financing Sources

    • Since the share of the national budget in the DSÝ investment budget is limited (53%), it is imperative for DSÝ to find/use new foreign financing sources to materialize the projects in its investment program. The major loan sources of DSÝ or creditor institutions, with which DSÝ closely collaborates, are the World Bank (WB), the European Investment Bank (EIB), the European Council Development Bank (CEDB), the Kuwait Fund, the Islamic Development Bank (IDB), the Japanese Bank for International Cooperation (JBIC), the French and German Loans, Bilateral Cooperation Loans on a turnkey basis (Eximbank Loan, Commercial Loans and Government Loans).

     


    DSÝ’s Machinery Capacity

    • DSÝ performs a number of functions such as operation and maintenance services, small dam constructions, dam service road constructions, drilling and injection works, material and equipment transportation, transportation of staff, and flood control activities by means of its own machine park. In addition, as a state emergency force, DSÝ’s machinery park is ready for flood and earthquake occurrences. As of 2005, the number of DSÝ’s machines is 1,755 units, the estimated value of which is US$ 142.2 million. Details of the machinery park of DSÝ are shown bellow:

    • Apart from the work machinery above, DSÝ has 187 drilling machines with an annual borehole capacity of 150,000 m for the purpose of water extraction and foundation investigation. The value of these machines is approximately US$ 11 million.
